Finance Minister Chrystia Freeland received advice from all sides: the 145 recommendations from the Municipal Finance Committee, solid support received from Canada this week from the International Monetary Fund (IMF) for its response to the COVID-19 pandemic and the input it received during its pre-budget consultations.
But it all comes down to this: pay now … and pay later.
